Biography

Saleh Alhamrani holds a PhD in Law from the University of Leeds (UK). He is Deputy Director of General Department of Excellence and Pioneering at Dubai Police HQ, He has experience in the field of administrative and governance for more the 30 years. He is Certified as a consultant from Chartered Management Institute CM (UK), and trainer of trainers (TOT) on government services from United Nations (ECWA (, and has long experiences in excellence programs. Saleh is an Executive Director of Innovation and Evaluator of Innovation accredited by the Global Innovation Institute in the US (GInI), and accredited trainer for many government agencies, and accredited international trainer for several programs such as the Herrmann Brain Dominance Instrument (HBDI), SCAMPER technique, and Multiple Intelligence programme. He is a member in many local and international associations and institutions. He is a member of the Higher Committee of the Zayed Environment Prize, Chairman of the Appeals Committee of the UAE Football Association, the Board of Directors of the Emirates Association of Administrative Consultants and Trainers, and Dubai Government Strategy 2030 development team. Saleh Holds Kaplan and Norton Masterclass Certificate in Mastering the Implementation of Strategy through the Balanced Scorecard, and certified as an auditor for the Integrated Management System (OHSAS 18001 Occupational Health and Safety Management System, ISO 9001 Quality Management System, and ISO 14001 Environmental Management System) from Bureau Veritas, as well as a Bronze Certificate holder in benchmarking by Global Benchmarking Network. In addition, he holds the Six Sigma Certificate - the Six Sigma Black Belt - in cooperation with the Harrington Institute in the United States and the Middle East, also holds a certificate in Government Policy Expert from the London School of Economics in coordination with the Executive Council of the Government of Dubai. Saleh has been working on several tasks, such as future foresight and strategic planning system, performance evaluation, risk management, corporate governance, institutional excellence, leadership, change management. In addition, Saleh has trained many leaders in government and private sectors, as well, he received the Knowledge Ambassador scarf and shield from the Sheikh Mohammed bin Rashid School of Government, as well as numerous local and international excellence awards. Saleh has delivered many training courses, including governance in government and private sector, HR regulation, leadership and institutional excellence, creative thinking, strategic planning, scientific research management, change management, government employee rights and duties, communication management, balanced scorecard (BSC), management by results, leadership of work teams, customer happiness, benchmarking, partnership management, innovation management, identifying training needs, future foresight, institutional empowerment, excellence system (European model EFQM and UAE model).
