Biography

Dr Karlis Ketners in 1999 at the age of 23 obtained a Scientific Degree of Doctor in Economics from Habilitation and Promotion Council H-09 from Riga Technical University. Prior to that, Kārlis Ketners obtained his Master's degree in Engineering Economics (M.Sc.Ing) (magna cum laude) at Riga Technical University. Dr Karlis Ketners from 2022 is a Corresponding member of the Latvian Academy of Sciences (Economics). Before 2022 Karlis Ketners has extensive teaching experience at Riga Technical University, BA School of Business and Finance and various Latvian high education institutions from 1997 providing different courses related to public finance, taxation, tax planning, national economy, and investment policy matters. From 2005 - 2022 Kārlis Ketners was also a Chairperson of the State Examination Commission for master's and bachelor's studies in finance programs of the BA School of Business and Finance. Prior to BA School for Business and Finance, Dr K.Ketners served as a full-time Professor at Riga Technical university (RTU diploma nr.106). During his professorship at RTU also worked as Vice Dean for research, Member of the Promotion Council and Scientific Secretary of the Promotional Council RTU P-09, also provided case-by-case consultancy for the Constitutional Court of the Republic of Latvia and the Supreme Court of the Republic of Latvia, participated in the formulation of proposals for amendments to Latvian law “On taxes and fees” related to anti-avoidance issues upon request of Ministry of Finance. Also, Dr Ketners has extensive practical experience in the public sector including the position of State Secretary and Deputy State Secretary in Strategic Planning and Resource Management Issues at the Ministry of Health of the Republic of Latvia (2015.-2017.); Director of State Budget Department of Ministry of Finance the Republic of Latvia (2004 -2006), Director General of State Revenue Service of the Republic of Latvia (2003-2004). Prior to that from 1998 – 2003 Dr.oec. K.Ketners served as a civil servant in the system of the Ministry of Finance as head of the International Transaction Unit at the National Tax Board; was a Counsellor to the Minister of Finance in fiscal policy, tax policy, financial affairs and head of Tax Methodology Unit at Tax Policy Department of Ministry of Finance amongst others. Currently, Karlis Ketners is the Director of the Budget Policy Development Department at the Ministry of Finance of the Republic of Latvia. Dr. Kārlis Ketners is an Expert in Social Sciences at the Latvian Council for Science (Economics, Political Science, Customs). Dr. K.Ketners is contributor and author of various scientific and study books on taxation matters inter alia, Ketners K. (2020). Controlled Foreign Company Legislation in Latvia.
